The first of its kind: The EU’s AI Act as an attempt to comprehensively regulate the use of artificial intelligence
The political agreement on the EU’s AI Act was celebrated by President von der Leyen as “a historic moment”, as the AI Act “transposes European values to a new era” and is the “first-ever comprehensive legal framework on Artificial Intelligence worldwide”. I will give an overview of its most important provisions, highlight controversial political compromises – in particular concerning the use of AI for mass surveillance –, and introduce the AI Act’s risk-based approach. A particular focus of the seminar will be on the obligations for AI researchers.


Erik Tuchtfeld studied law in Heidelberg, Buenos Aires, and Glasgow. He is a research fellow and PhD candidate at the Max Planck Institute for Comparative Public Law and International Law (MPIL), where he heads the humanet3 group, an interdisciplinary research group established by the MPIL (Prof. Armin von Bogdandy), the Max Planck Institute for Innovation and Competition (Prof. Josef Drexl), and the Center for Humans and Machines (CHM) at the Max Planck Institute for Human Development in Berlin (Prof. Iyad Rahwan).

His main research fields are platform regulation and the protection of freedom of expression as well as the right to privacy in the digital realm. Within this framework, he’s investigating the use of AI technologies in public discourse and for mass surveillance. He’s also an editor at the Völkerrechtsblog, co-host of the Völkerrechtspodcast, and associate editor at the Verfassungsblog.
